Open Tender for On-Call Consultants – Institutional Partnerships
Join RFN as an on-call consultant to help shape proposals, donor outreach, and program narratives for rainforest protection and indigenous rights — flexible, impactful work.
Rainforest Foundation Norway (RFN) is seeking consultants to support RFN’s Institutional Partnerships team in proposal development, donor outreach, and donor requirement mapping. These consultants will be on a Framework Agreement contract, which does not guarantee work but allows RFN to enlist their services for specific projects and time periods.
RFN is one of Europe’s leading organisations in the work to protect the world’s rainforests and strengthen the rights of indigenous peoples, in cooperation with indigenous and environmental organisations in Southeast Asia, Central Africa and the Amazon. As a part of its mission, RFN needs to promote its flagship programmes and engage with donor partners to ensure reach, scale, and stability. The Institutional Partnership team is responsible for this facet of work, reaching out to donors, promoting RFN at key international events, and coordinating proposal submissions internally.
Purpose and Scope
The Institutional Partnership team is opening a call for consultancies in three different areas:
Supporting proposal development.
This area involves supporting drafting proposals and developing narratives around RFN’s key programmes for selected calls.
Supporting donor outreach and international positioning.
This area involves increasing RFN’s visibility, relevance towards institutional donors (with a particular emphasis on large climate- nature- and food related philanthropies), promoting the need for RFN's programmes and stimulating invitations to submit proposals.
Supporting donor requirement mapping with special focus on multilateral donors.
This area involves reviewing donor requirements and needs to prepare road maps / paths of how to best present RFN’s programme to align with these needs. This further involves presenting RFN’s unique value proposition and improving the quality of pitching documents, according to best practices.
Expected outcomes of the call
Provide clarity on existing needs, gaps and positioning opportunities for large-scale RFN solutions in the financing landscape.
Enhancing the quality and impact of programme development material.
Stimulating interest and demand for support towards key RFN programmes.
Enhancing impact and visibility of RFN’s advocacy and programme narratives in the lead-up to international events.
Terms and Conditions
Successful candidates will enter into a Framework Agreement with RFN, which governs the delivery of consultancy services described above. While details are made explicit in the Framework Agreement, the general conditions below will apply.
The Framework Agreement entitles RFN to enlist consulting services of successful candidates through Off Call contracts but does not impose an obligation to do so during the duration of the Framework Agreement.
In the case of multiple consultants with similar profiles, work will be allocated according to cost, availability, and relevant qualifications and expertise for the assignment.
Consultants will be free to be employed elsewhere during the duration of the Framework Agreement.
Consultants will be paid an hourly rate based on mutual agreement by both parties and on the deliverables described by Call Off contracts.
All consultants must comply with the below relevant RFN policies.
Timeframe
Expected start date is 1 May 2026, subject to agreement by the successful applicants.
The agreement covers a two-year period which can be extended by a further one year, up to two times.
Qualifications and Skills
The qualifications of each consultant shall as a minimum constitute at least five years’ experience on evaluation or work experience from working with civil society organizations at global, regional or national levels.
Among the received proposals, RFN will select the consultants that provides best value for money based on a consideration of:
To what extent the consultant is well suited for the task, emphasising in-depth expertise (including academic work) and the relevance of the specific technical expertise and experience of the consultant.
The costs expressed in daily fees.
Special attention will be given to consultants with past experience in philanthropic organisations.
When assessing the qualifications of the consultant, RFN will look particularly for the following:
Demonstrated research and evaluation skills including qualitative data collection and analysis.
Experience from reviewing/evaluating activities of similar nature, including rainforest protection and indigenous peoples’ rights.
Good understanding of climate change mitigation and biodiversity conservation.
Good understanding of monitoring and evaluation, and results management as practiced in official development assistance-funded civil society organisations.
Good knowledge of the international philanthropic sector with special regards towards deforestation and indigenous rights focused organisations.
